Having sustainable development as a goal, OEIRAS XXI contemplates the promotion, in an integrated way, of:

- Natural resources rational use;

- Social well-being, equity and multicultural integration;

- Business strengthening and economic well-being;

- Good local governance and participation;

- Municipality land-use organization according to sustainability criteria.

Having the urban evolution orientation for a “Multipolar and Sustainable City” as the strategy central axis, OEIRAS XXI proposes to the municipality and local partners an action programme structured in 5 strategic vectors:

Vector 1: Oeiras Green and Environmentally Friendly City

Vector 2: Oeiras Supportive, Safe and Multicultural City

Vector 3: Oeiras City of Innovation and Development

Vector 4: Oeiras City of Governance and Participation

Vector 5: Oeiras Multicentered City with Sustainable Urban Structure

The first evaluation concerning Oeiras municipality evolution,since OEIRAS XXI approval, is clearly positive, mainly in the follow aspects:

- Development and promotion of the use of public urban green spaces (Parque dos Poetas, Fábrica da Pólvora, Jardins e Palácio do Marquês de Pombal, Quinta Real de Caxias e Quinta dos Sete Castelos, among others) 

- Valorisation and restoration infrastructures of the river flange, mainly the Seaside Promenade and the Marina;

- Shanty eradication and realization of a comprehensive social housing plan;

- Creation of the Science and Technology Park and installation of companies, R&D institutions and of Universities with national relevance;

- Promotion of the Social Network and of the Social Development Plan;

Considering:

- the  evolution in the past years of the municipality and of the concept and policies onurban environmental and sustainable development at an international scale;

- the “process” component of OEIRAS XXI;

- the distinction of Oeiras LA21 process at a national level, and

- the beginning of Oeiras Land Use Master Plan review process,

Oeiras begins  the Sustainable Development Strategic Plan review in 2006, with 5 main objectives:

1) making an Oeiras Local Agenda XXI implementation balance;

2) introduce Plan adjustments on the objectives and on the territorial model;

3) redefine and update the action proposals;

4) Give the Plan a Strategic Management and Implementation tool;

5) Build up an assessment tool for evaluating the Plan’s effectiveness, through a set of updateable and practical indicators.
